Description of assignment
The municipality of Apeldoorn wished to limit as much as possible the nuisance of homeless people and drug addicts in Apeldoorn. For this reason, a European tender was invited for the building of a reception centre for homeless people and drug addicts.
Safety is of the utmost importance in Omnizorg. This reception centre for homeless people and drug addicts in the centre of Apeldoorn had insufficient control over what criminal activities could possibly be taking place in the vicinity of the building. A digital camera system (IP), installed by Hollander techniek provided a solution.
Within the tendering route, Hollander techniek was not only responsible for the security work but also for the electrical installations. At a later stage, the camera system was further expanded in order to provide even more control of the activities which were taking place in the vicinity of the building.
The wishes of the police were to improve observation and to be able to review recordings in a more efficient way. Together with consultancy DHV, extra IP cameras were deployed. Converters were fitted to the already existing cameras which convert the analogous images into digital images. With the aid of the software by Milestone, people can zoom in precisely to one spot and enlarge items.
“Some of the addicts have serious addictions, often in combination with psychiatric problems, but we are able to keep the nuisance caused away from the streets. In that respect, we have been successful. Since Omnizorg has existed, there have been no drug-related deaths in Apeldoorn, which cannot be a matter of coincidence.”
Nevertheless, the reception centre did not have enough control, especially with regard to all the things happening in the inner courtyard. Where drugs exist, dealers also exist. “With the camera system which the reception centre had, images obtained of any criminal activities were not clear enough”, explains Harm Jan Korthals Altes. The social safety advisor at DHV has been involved with Omnizorg since the start of the building plans in 2000. “The wishes of the police were to improve observation and to be able to review recordings more efficiently.” The expertise of the fitter from Hollander techniek in the area of digital camera technology should offer results.
